A Public Interest Litigation (PIL) has been filed before the Delhi High Court seeking a court-monitored probe by the National Investigation Agency (NIA) into the July 20 "Sansad Chalo" protest over the alleged NEET paper leak.
The plea claims that the incident was not merely a student protest but involved organised violence and raises questions about the role of political leaders, alleged foreign funding and possible larger conspiracies. It seeks transfer of all FIRs registered by the Delhi Police in connection with the incident to a specialised investigating agency and action against all those responsible for the alleged violence. The PIL has been filed by Satish Kumar Aggarwal, a former Vice-President of the Akhil Bharat Hindu Mahasabha, through advocates Sneh Vardhan and Pratibha Sinha. The respondents include the Union of India, the National Investigation Agency (NIA), the Central Bureau of Investigation (CBI), the Delhi Police Commissioner and the Government of NCT of Delhi. According to the petition, protests over the alleged NEET paper leak began at Jantar Mantar on June 6, 2026. It states that the agitation later culminated in the "Sansad Chalo" march on July 20, during which protesters allegedly attempted to move towards Parliament House. The petitioner claims that the incident resulted in violence, stone-pelting, injuries to police personnel, attacks on journalists, damage to public and private property and disruption of public order. The petitioner has sought directions to the NIA or any other specialised investigating agency to investigate the July 20 incident, including the alleged attempt to breach the Parliament area, attacks on police personnel and the violence that took place during the demonstration. The plea also seeks transfer of all FIRs registered by Delhi Police in relation to the incident to the investigating agency. It further asks the Court to direct authorities to identify everyone responsible for violence, vandalism, obstruction of emergency services and property damage, register FIRs wherever required and take action in accordance with law. The petition alleges that what started as a protest over the NEET examination was later influenced by political parties and other groups. It claims that several political leaders visited the protest site and that the demonstration was no longer a student-led movement. It also raises allegations regarding the involvement of foreign-funded organisations and seeks an investigation into those claims. These allegations are based on newspaper reports annexed with the petition. The PIL also refers to the participation of activist Sonam Wangchuk in the protest and raises allegations regarding his associations with certain foreign organisations and institutions. It further mentions the participation of author Arundhati Roy and refers to statements allegedly made during the protest. The petitioner contends that these aspects require investigation by the competent authorities. The petition further alleges that protesters obstructed an ambulance, attacked journalists, damaged public and private property and created law-and-order problems in the Connaught Place area. It also refers to reports stating that police personnel were injured during the protest and argues that the incident should be examined from the perspective of national security instead of being treated as an ordinary law-and-order issue. According to the petitioner, while the Constitution protects the right to peaceful protest, that right cannot be used to justify violence, damage to property, obstruction of emergency services or acts affecting public order. The PIL argues that the circumstances surrounding the July 20 protest require a detailed investigation to determine whether any organised or external elements were involved and to identify all persons responsible.
