BJP engaging in "horse-trading" to secure two-thirds majority in Parliament: Kapil Sibal

Rajya Sabha MP and senior advocate Kapil Sibal on Saturday alleged that the BJP is attempting to secure a two-thirds majority in Parliament through "horse-trading" so that it could pass any legislation it wanted.

He said that MPs from the Trinamool Congress, NCP and Shiv Sena had been brought to the ruling alliance to bolster its numbers.

Speaking to ANI, Sibal said, "Why is the BJP engaging in this horse-trading? Twenty Trinamool Congress MPs merged their legislative group with a party from the Northeast, one we hadn't even heard of, and began sitting in Parliament. The Speaker has not yet ruled on the seating arrangements for them. That accounts for twenty. Then came reports that they had won over some members of the NCP. Seven members from your party, as well as some from the Shiv Sena, also sided with them."

His remarks came ahead of the Monsoon Session of Parliament, which is scheduled to commence on July 20 and conclude on August 13. President Droupadi Murmu has approved the government's recommendation to convene both Houses for the four-week session.

The upcoming session is also expected to introduce the Income-tax (Amendment) Bill, 2026, and the Supreme Court (Number of Judges) Amendment Bill, 2026, both of which are designed to replace existing ordinances. Alongside these measures, the government will also take up the Registration of Births and Deaths (Amendment) Bill, 2026, the Prevention of Insults to National Honour (Amendment) Bill, 2026, and the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026.
