Haryana Assembly unanimously passed seven Bills on the concluding day of three-day winter session here on Wednesday.
The bills, included the Haryana Consolidation of Project Land (Special Provision) Bill 2017, the Gurugram Metropolitan Development Authority Bill 2017, the Haryana Private Universities (Second Amendment) Bill 2017, the Haryana Vishwakarma Skill University (Amendment) Bill 2017, the Haryana State Higher Education Council Bill 2017, the Haryana Settlement of Outstanding Dues Bill 2017 and the Haryana Appropriation Bill (No.3) 2017.
The Haryana State Higher Education Council Bill 2017 was passed to establish Haryana State Higher Education Council as an autonomous authority. It would promote academic excellence and social justice by obtaining academic input for policy formulation and perspective planning, ensuring autonomy and greater accountability of all institution of higher education in accordance with the socio-economic requirements of the state as per the requirement of Rashtriya Uchchtar Shiksha Abhiyaan. The Haryana Consolidation of Project Land (Special Provision) Bill 2017 was passed to make special provisions to consolidate left out pockets of land for setting up a project. It would facilitate to compulsory exchange some of the lands for the project execution and also to suitably compensate the owners of the left out pieces of land.
The Gurugram Metropolitan Development Authority Bill 2017 was passed to develop a vision for the continued, sustained and balanced growth of the Gurugram Metropolitan Area through quality of life and reasonable standard of living to residents. It would also provide integrated and coordinated planning, infrastructure development and provision of urban amenities, mobility management, sustainable management of the urban environment and social, economical and industrial development.
The Haryana Private Universities (Second Amendment) Bill 2017 was passed for setting up World University of Design, Sonipat.
The Haryana Vishwakarma Skill University (Amendment) Bill 2017 was also passed to amend the existing Act as per the national and international requirement of skill courses of the University.
The Haryana Settlement of Outstanding Dues Bill 2017 was passed to provide for expeditious recovery of outstanding dues by way of settlement under various Acts by offering Settlement Scheme.
The Haryana Appropriation Bill (No.3) 2017 was also passed to authorize payment and appropriation of certain further sums from and out of the consolidated funds of the state for the services during the financial year ending on March 31 next year.UNI DB SDR SHK 1940/2036
