A Special court trying CBI cases will frame charges against former Union Minister Dayanidhi Maran, his brother Kalanidhi Maran and four others in connection with the illegal telephone exchange case on October 23. When the case came up for hearing before XIV Special Judge for CBI cases S Natarajan for framing of charges, Mr Dayanidhi Maran and three other accused in the case appeared before the court. However, Kalanidhi Maran did not appear and instead filed a petitionseeking to dispense with his personal apperance. The court then posted the case for framing of charges to October 23. The case pertained to setting up of an illegal telephone exchange at Mr Dayanidhi Maran's houses in Chennai when he was Telecom Minister in UPA-I. The allegations against Maran was that he had got installed over 300 telephone lines at his residence while he was the Union Telecom Minister and connected them to his brother Kalanidhi Maran owned Sun TV office for further up-linking videos. A special CBI team from New Delhi had arrested Gowthaman, Chief Technical Officer S Kannan and electrician K S Ravi of Sun TV network in connection with the case. The CBI has named Maran and senior BSNL officials, including the then Chief General Manager K Bramhanathan and M P Veluswami, in the FIR filed in October 2013 following a preliminary inquiry in which the agency claimed to have found enough evidence to proceed with a regular case against the former Union Telecom Minister. The probe had started in 2011, nearly four years after getting complaints that a 'virtual' telephone exchange was allegedly set up at the then Telecom Minister's house for facilitating data transfer from Sun TV. These lines were not ordinary telephone lines but costly ISDN, capable of carrying huge data thus facilitating faster transmission of TV news and programmes across the globe.UNI GV 1727
