Lal had taken the helm of the affairs on May 16, 1975, of a new state which had just decided to merge with India Union thereby ending the monarchy. He had administered oath of office to the first government of Sikkim led by L.D.Kazi, the first chief minister of the state in 1975. Lal was the governor of Sikkim till 1981.

Following the demise of Lal, Sikkim government has declared a state holiday tomorrow and all government offices will remain closed as a mark of respect. One week state mourning has been announced and all official programmes have been kept in abeyance till this period.
