Congress and other opposition parties on Friday raised an uproar in the Rajya Sabha over the demand for setting up of Joint Parliamentary Committee on Rafale deal and exploitation of minor girls in Devaria shelter home issue, leading to two adjournments , the second one till 1430 hours.
The demand for JPC on rafale deal was raised during the Zero hour by Congress member Anand Sharma while the issue of rape in Deoria shelter home was raised by Samajwadi Party member Neeraj Shekhar.
In response to the demand by Mr Sharma during the Zero hour, the Depuyty Chairman Hairvansh said that Chairman had disallowed the issue.
This led to uproar by the members of the Congress and other opposition parties ., leading to adjournment of the house by the Chair till 1200 hours.
When the House reassembled at 1200 hours, the issue was again raised by the Congress members.
As soon as Chairman M Venkaiah Naidu sought to begin proceedings of question hour the Congress Members were up on their seats and raised the demand for JPC.
Appealing to the members to allow Question hour, the Chairman said that 22 people have died in floods in Kerala and members of Kerala are keen to keep their point on this important issue but due to the uproar, they have not been able to say their problems.
He appealed to the members to allow the House to function .
When the uproar continued, the chairman adjourned the proceeding until 2:30 pm.
Earlier during the Zero Hour, the Laeder of Opposition Ghulam Nabi Azad raised the demand of setting of a JPC on rafale deal which he termed as a 'multi crore scam'.
He said that there has always been a precedent of allowing two calling attention and one short- duration notice every week during the Parliament session. This was very much common during the earlier Government and the Opposition use to get majority of these options.
''This is the only occasion when the opposition can question the government directly,''he said.
