Waqf properties to be used to empower Muslim community: Govt

Union Minister of State for Minority Affairs and Parliamentary Affairs Mukhtar Abbas Naqvi today said the Central Government, National Waqf Development Corporation and Waqf Council have started a campaign on war footing to utilise the waqf properties for socio-economic-educational empowerment of Muslim community.While addressing All India Waqf Conference at SCOPE Complex in New Delhi, Mr Naqvi said, "Minority Affairs Ministry has been working on different strategies for welfare of Muslim community which include protection and development of waqf properties.'' ''A one-man "Board of Adjudication" at the Central level has been established to deal with complaints regarding waqf properties which will be headed by a retired Judge of the Supreme Court'', he said.Mr Naqvi said efforts are being made to ensure that all the waqf boards and their records across the country are computerised. In this regard, Minority Affairs Ministry has been providing all possible help to the state waqf boards. The Computerisation of waqf boards and their properties will help in ensuring transparency in functioning of waqf boards.''Three-member tribunals are being established in the states and about 24 states have established these tribunals so far. There are about 4,49,314 registered and non-registered waqf properties across the country. The number of these properties will be increased after computerisation of waqf boards'', he said.Mr Naqvi also said with the kind of revenue the waqf boards receive and possess, they can change the lives of the Muslim community. In the year 2006, it was estimated that the annual income of state waqf boards was only Rs 163 crores while valuation of the immovable properties was around Rs 1.2 lakh crores. At 10 per cent revenue of the value of the waqf properties, they have potential to generate Rs 12,000 crores annually. Mr Naqvi said the Minority Affairs Ministry, in cooperation with the state governments, will construct schools, colleges, malls, hospitals, skill development centres among others and revenue generated will be utilized for educational and other developmental activities for the Muslim community. Multi-purpose community centres "SadbhavMandap" will also be constructed on waqf land which will be utilized for marriage ceremonies, exhibitions and also relief centres during a calamity. Mr Naqvi said there is no dearth of schemes and funds for development of minorities, poor people, weaker sections the results of which are visible at the grass root level. He also said,'' The officials should visit villages to monitor that benefits of welfare schemes are reaching to every needy person. "Progress Panchayat" will proved to be an effective mission for this purpose.'' Minority Affairs Minister said he had been making all out efforts to ensure that welfare schemes such as "SeekhoaurKamao", "NaiManzil", "NaiRaushni", "Ustaad", "NaiUdaan" become guarantee of empowerment of poor belonging to Minority communities. ''Besides, "Pradhanmantri Jan VikasKarykram" (MsDP) has been providing basic amenities such as schools, hospitals, roads and other infrastructure in Minority concentrated areas. Employment oriented schemes are the priority of the government and "Employment to every hand" is the government's commitment'', the minister stated.Mr Naqvi also said some of the waqf boards are under the clutches of "Waqf Mafias" which has created obstacle in utilisation of these properties. But a campaign has been started to free them from the clutches of "waqf mafias" across the country and positive results are being received. UNI SY SHK 1619
