Raj Assly adjourned; BJP moves breach of privilege against Gehlot

The Rajasthan Assembly was today adjourned for an hour amid slogan shouting in the well of the House over alleged breach of privilege by Chief Minister Ashok Gehlot by making some technical mistakes in Budget speech and correcting them outside the House.

The Opposition gave notice for breach of privilege against the Chief Minister, who also holds the Finance portfolio. They demanded his resignation, raised slogans in the well of the House to press on the demand of acceptance of the motion.

The issue figured in the House soon after the Question Hour with BJP Deputy Leader Ghanshyam Tiwari raising it through a point of privilege.

Mr Tiwari said while presenting the state Budget in the Assembly on March 9, the Chief Minister had announced raising of VAT rate from 4 to 5 per cent on some goods, including 14 those essential commodities - like foodgrains, cereals, pulses - on which states could not raise the tax more than 4 per cent.

Later, the next day the state government with due approval from Ms Gehlot, had corrected the position and issued an order clarifying the situation. "An official statement has also been made to the media in this regard and this all has happened outside the House in a wrong manner," Mr Tiwari observed.

"The Chief Minister's act in this way, is in violation of article 202 and 203 of the Constitution and business rule 138 and other budgetary rules and also breach of the privilege of the House," he said, adding that his motion of breach of privilege against the Chief Minister be accepted and Mr Gehlot should resign.

Speaker Deependra Singh Shekhawat, however, kept reserved his ruling over the notice of the above motion.

Mr Shekhawat said he had received notices of the above motion by Mr Tiwari and Mr Amara Ram (CPM) and would deliver his ruling over those later on.

However, the Opposition was not happy with the Speaker's decision and wanted the ruling immediately. Pressing on the demand, most of the BJP members mobbed the well and raised slogans for 20 minutes until the adjournment.
