State From Which Terrorists Operate Responsible: Prez

Without naming Pakistan, President Pratibha Patil asserted today that the responsibility to deal with terrorists ''lies with the State from which they operate.'' ''It is the sanctuary, support and finances that they receive, which sustains their heinous and perverse acts,'' Mrs Patil said, urging the world community to ''collectively'' defeat terrorism-- ''not deflect responsibility on to non-State actors.'' Opening an International Conference of Jurists on Terrorism at Vigyan Bhavan, she said, ''countries must individually own up responsibilities, as must the international community, in collectively defeating terrorism and not deflect responsibility on to non-state actors.

''The responsibility to deal with them lies with the State from which they operate as it is the sanctuary, support and finances that they receive, which sustains their heinous and perverse acts.'' Chief Justice of India K G Balakrishnan chairing the inaugural session of the two-day meet stressed ''the underlying causes'' and cautioned against ''knee-jerk responses.'' The CJI called for ''effective multilateral engagement'' to deal with terrorist networks involving individuals in different countries in transferring funds and procuring weapons.

Scheduled almost a year after the 26/11 Mumbai terror strikes, the event is being attended by law professionals from India and abroad.

Delegates include Chief Justice of Singapore Chan Sek Keong, International Court of Justice Judge Awn S Al-Khasawneh.

Justice Chan described the 26/11 strikes in Mumbai as a ''grave tragedy'' against humanity, underscoring better coordination among nations to deal with the menace.

No single nation could fight it on its own, he said, adding that governments ''must exchange and share information with each other to tackle terrorism.'' Judge Al-Khasawneh decried attempts to link terrorism to any religion and creating a fear psychosis.

Law and Justice Minister M Veerappa Moily was against linking terrorism to any faith or religion as ''no religion teaches terrorism.'' President Patil presented International Jurists Awards 2009 among others to Justice Chan and Al-Khasawneh. National Law Day Awards-2009 were presented to Haryana Chief Minister B S Hooda, Justice Arijit Pasayat, Chairman, Competition Appellate Tribunal, and six others.
