Planning Com reviews programmes for SCs, STs in 13 states

The Planning Commission today reviewed the implementation of programmes under Scheduled Caste Sub Plan (SCSP) and Tribal Sub Plan (TSP) for SCs and STs by 13 state governments Dr Narendra Jadhav, Member, Planning Commission and G B Panda, Advisor, Planning Commission reviewed the SCSP and TSP for SCs and STs by state governments of southern and western India in a workshop held here.

State Minister for Social Welfare P Subhash Chandra Bose and Tribal Welfare Minister P Balaraju participated in the workshop.

It has been organised as a part of the midterm appraisal of the 11th plan exercise to take stock of the situation.

In order to achieve faster development among the SCs and STs special strategies of SCSP and TSP were launched to ensure earmarked coverage of SCs/STs in the general developmental programmes across the sectors. The guidelines include earmarking SC/ST population proportionate funds, SCSP and TSP should be non-divertable and non-programmes/schemes/activities and creation of separate budget \heads/sub heads for different sectors for an effective monitoring mechanism.

Dr Jadhav exhorted the representatives of the state governments of Maharashtra, Rajasthan, Gujarat, Goa, Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Puducherry, Chhattisgarh, Madhya Pradesh and Orissa to give utmost priority for the welfare and development of SCs & STs and reviewed the performance of every state.

He emphasised that robust effort should be made by all departments.
