Only Panchayat Raj can tackle naxalism: Aiyar

Former Minister and Rajiv Gandhi Panchayat Raj Sanghatan (RGPRS) National Convenor Mani Shankar Aiyar today opined the Panchayat Raj System would be the best tool to tackle naxalism and inequality. Speaking to mediapersons here, Mr Aiyar observed the Panchayat Raj should be strengthened for effective governance at the grassroot level itself. Lauding the efforts of Former Prime Minister Rajiv Gandhi for implementing the Panchayat Raj System, Mr Aiyar pointed out effective governance at rural level should centre around the poor and not the affluent.

The country has about 3.2 million members of Panchayat Raj institutions and local bodies with about one million of them belonging to the Congress. The total figure of local representatives was the highest anywhere in the world and their contribution would be immense to shape up administration, observed Mr Aiyar. He said unless members of the Panchyat Raj institutions got united and took concerted efforts, it would be difficult to reap the benefits of Panchyat Raj System.

Although the Panchyat Raj System had gained importance since 1994, its benefits had not reached people because "bureaucracy was dictating terms." In 1994, allocation for the Panchyat Raj and Rural Development Department was Rs 72,000 crore and it had increased by 15 times over the years.However, the benefits had hardly reached genuine people, he added.

Referring to limitations of individual members of Panchyat Raj Institutions, he called upon them to get united and rise a united voice. "Only then, you will get the right treatment and be in a position to dictate terms," he added.

Hailing Late Abdul Nazir Sab as the father of Panchyat Raj System in Karnataka,Mr Aiyar pointed out the State had achieved a milestone in the implementation of the system. Mr Aiyar was in the city in connection with the district level conventions in Mandya and Mysore.
