Medvedev orders govt to implement climate change doctrine

Russian President Dmitry Medvedev today ordered the government to prepare measures aimed at implementing the national climate doctrine authorised last year.

''I would like the government to prepare a set of measures to realise the doctrine by October 1, taking into account the development of necessary legal acts,'' Mr Medvedev said.

Mr Medvedev signed Russia's climate doctrine in December 2009 in the midst of the controversial UN climate summit in Copenhagen.

He stressed the government integrate various programmes aimed at tackling climate changes caused by man into the doctrine implementation.

These programmes should bring the doctrine up to date with Russia's Arctic and northern regions which are currently undergoing a dramatic climate change, he added.

Mr Medvedev maintained that the time was ripe for the government to work out a ''mechanism to coordinate interdepartmental work, including not only monitoring and research components, but also diplomatic and informational aspects.'' The President further said while the 2009 Copenhagen Summit was a disappointment, with both developing and developed countries failing to agree on emission restrictions, Russia was determined to push forward strategies to reduce greenhouse gas emissions, saying the country could then meet its target of a 25 per cent cut by 2020.
