ASCI Training Prog for Afghan Govt Officials kicks off

A high-level delegation comprising Secretaries from the Ministry of Women's Affairs (MoWA), Government of Afghanistan, today took part in a management development programme on 'Gender, Governance and Leadership' being conducted at the Administrative Staff College of India (ASCI) here.

The programme, sponsored by The Asia Foundation, Afghanistan, is aimed at building the administrative capacity of Afghanistan Government officials as the country gradually transitions from prolonged conflict to democratic rule, a press release here said. Former Karnataka and Himachal Pradesh Governor V S Rama Devi inaugurated this one-of-a-kind training programme at ASCI, Bella Vista. The Ministry of Women's Affairs is the lead agency for the advancement of women in Afghanistan. While it is well-staffed, the ministry struggles to play an effective role in the larger national governance context. For MoWA to function effectively, a vital input is exposure to best practices in other countries. The ministrys trip to India, facilitated by the Administrative Staff College of India, is one such exposure visit. It aims to build the capacity of senior staff and policy-makers and give them an opportunity to understand how agencies promoting gender equity in India carry out their mandate. The 13-member group will spend a week at ASCI, exploring the gender barriers to governance and leadership. They will conclude their visit with a trip to Delhi, meeting with high-level counterparts from the Ministry of Women and Child Development, Ministry of Rural Development, the Planning Commission, and the National Commission for Women, Government of India; and with officials from the Delhi Government's Gender Resource Centre before returning to Afghanistan.
