Chargesheet against politicos, bureaucrats for fund appropriation

Even as its biggest test awaits public scrutiny vis a vis David Headley chase over 26/11, the National Investigation Agency filed its first chargesheet in the alleged siphoning off developmental funds by the ruling elite meant for North Kachar Hills in Assam. The chargesheet filed in a special court in Guwahati on November 17, after getting the go-ahead from the Centre, was against 14 people that included a number of political figures and bureaucrats.

They were charged by the NIA of conspiracy to wage war, and other sections of the IPC relating to harbouring terrorists and funding terrorism. Those named in the chargesheet are Chief Executive Members of North Kacher Hills Autonomous Council Mohit Hojai, Malsawmkimi, Phojendra Hojai, Babul Kemprai, R H Khan, Ahshringdao Warisa, Samir Ahmed, Vanlalchhana, George Lawmthang, Jayanta Kumar Ghosh, Debashis Bhattacharjee and Sandip Ghosh and militant outfit Dima Halam Daogah (Jewel), DHD(J), chief Jewel Garlosa and its commander Niranjan Hojai.

In its first case registered against militant outfit Dima Halam Daogah (Jewel) cadres in June 2009, relating to terror funding, the NIA came out with the evidence that funds meant for the development of North Kachar Hills Autonomous Council were being siphoned off by Council members with the help of the DHD(J), politicians and contractors.

The newly formed central agency, NIA, also came out with facts on transfer of government funds for arms procurement from foreign arms dealers. It even recovered some arms got from foreign sources and later arrested some people connected with the racket of converting government funds into foreign currency and then using them for getting arms and ammunition.

Among those arrested in this connection included hawala operators besides a known arms dealer.
