Vishwa Hindu Parishad (VHP) International Secretary General Praveen Togadia today underlined the need for India developing nuclear warheads for deterrence as China and not Pakistan would be a ''major security threat'' to the country. Addressing a press conference here, he said China had positioned nuclear arsenals in Tibet and they could be targetted against India. India by signing the Indo-US nuclear deal should not surrender its right to develop nuclear weapons, he opined.
